The Scottish Ministers make the following Direction in exercise of the powers conferred by section 39 of the Prisons (Scotland) Act 1989(1) and rules 83 and 156 of the Prisons and Young Offenders Institutions (Scotland) Rules 2011(2) and all other powers enabling them to do so.

A development and learning strategy for people in custody. This strategy seeks to answer the following question: How can we provide a context for development and learning within our prisons that will enable people to have a better life beyond custody and increase the likelihood of desistance?
